Classification workflow
What changes an electronics classification
Terms such as “smart device,” “module,” or “controller” do not resolve classification. The analysis turns on objective functions, interfaces, components, and how the product operates when imported.
Principal function
Describe what the finished item actually does. Communication, data processing, measurement, display, sound, and control functions often lead to different headings.
Component or finished article
Record whether the shipment is a bare component, populated assembly, module, machine part, accessory, or complete device.
Technical specifications
Keep schematics and specifications for processors, radios, connectors, storage, displays, power output, battery chemistry, and included software.
Manufacturing origin
Document the operations that create the article. Assembly location alone may not determine origin for semiconductors and complex electronics.
Current Section 301 context
Do not reduce the answer to “China rate”
Legacy China Section 301 measures remain product-specific and include separate treatment for covered semiconductors, batteries, machinery, and consumer electronics. The tariff line—not the marketing category—determines whether a measure applies.
A distinct forced-labor Section 301 action took effect July 24, 2026 for covered products from 60 economies. Depending on the origin and product, the result may be an additive 10% or 12.5% duty, a net-of-MFN cap for certain partners, or an exemption. This means a non-China sourcing comparison also needs a live origin-specific lookup.
