Supreme Court ruling and CBP refund process
On February 20, 2026, the Supreme Court held that IEEPA does not authorize tariffs. CBP now describes an ACE/CAPE process for covered entries. Section 301 and Section 232 use separate legal authorities and are not part of this estimate.
